Government Investment Schemes are the most suitable investment for investors with low-risk appetite. Below are the plans that are also called as tax saving investment. Let me directly suggest you the top best government investment schemes that may answer your query:

Post office investment scheme -
Post Office Time Deposit Account (TD) is one such investment plan in a post office of India. The tenure for time deposits is 1, 2, 3 and 5 years. You can upto at 7.7%pa. of returns through TD. Time Deposit works similar to bank fixed deposit.

Savings Bonds, 2018 -
Savings (Taxable) Bonds is one such investment that is invested in the Government of India. The tenure of investment is 7 years. An investor can expect the investment to yield 7.75% returns. There is no cap on the amount of investment.

Senior Citizen Savings Scheme (SCSS)-
SCSS is a popular plan among individual between the age of 55 years or more but less than 60 years and above. SCSS may provide a fixed interest rate and regular income. This investment is for a period of 5 years.

Apply to tax- free bonds that are generally government-backed bonds that carry the highest safety ratings. These bonds are for long term investment with the tenure of 10-20 years. However, you can not expect a high return as public bonds yield low-interest rates.
Few suggestions are, Indian Railway Finance Corporation Ltd (IRFC), Power Finance Corporation Ltd (PFC), National Highways Authority of India (NHAI).

Public Provident Fund (PPF)-
If you are not looking for quick liquidity of your investment than PPF can be an investment option for you. In PPF, you can exit your regular plan of 15 years after 5 years, apply for a loan on 4th year and perform withdraw some amount after 7th year.
