Unfortunately, yes, the hit on manufacturing has been much bigger if you look at the COVID impact. The second wave of COVID is certainly extracting a steep price from the Indian economy. The estimate for real GDP in FY21 has been pegged at -8% contraction and most economists are still not too sure. But the real problem is not about GDP, but jobs.

For example, farming employs more people than it did 5 years ago, and that is a positive. But, in the case of manufacturing, the jobs have nearly halved compared to 5 years ago. You can rightly argue that manufacturing losses are also being lost to technology and automation, but COVID has certainly sharpened the impact. In manufacturing space, only Chemical units are employing more people compared to five years ago.
