Actually, it is the south based states that are really keen on the ban. This is true of Tamil Nadu, Andhra Pradesh, Telangana, Kerala and Karnataka. These stake based online games like Rummy and Poker have the highest popularity in the Southern states. That is what the state governments are worried about. For the state, such a ban can be a very popular measure and also pay rich dividends politically. There is a Madras High Court stay on banning of online games, but that has been challenged in the Supreme Court. Banning never eliminates these games as we have seen in the past. The question is how to regulate them.

The answer may lie in self-regulation. Tight regulation of such activities can be a very fluid affair and lead to endless litigations. We all live in an interconnected world where these types of bans are easy to conceive but hard to execute. The best way is self-regulation by the online gaming industry. Even the gaming industry wants regulation because you only want the serious players to stay in the industry and fly-by-night operators weeded out. At a time when everything is going online, gaming is no exception and it is going to be tough to regulate. An SRO based approach may work best.
