It took close to 4 years of debate and deliberations before the Indian government finally decided that the best thing to do would be to do nothing. It has opted to withdraw the Personal Data Protection (PDP) Bill, 2019 and eventually replace it with a more comprehensive framework.

One reason offered for the delay was that the Joint Parliamentary Committee (JPC) made 12 recommendations and suggested 81 amendments to the bill, which made it hard to pass. The controversial topic was about the proposed single law for dealing with personal and non-personal datasets. The issue of full local storage of key customer data became a bone of contention for big tech companies.
